I\’ve done B.com in Pakistan and applied for Majoring in ACCOUNT Undergraduate programme. I,ve got I-20 letter from High Point University,NC USA in August 2008. But when i went to US Embassy they refused my student visa like 2times now i didn\’t apply again. I want to know do i have to get new I-20 letter from the university for re-applying for VISA? and any better suggestion that u can give me,i would appritiate it. Thanks in advance.

You will have to get the I-20 for the upcoming semester that you plan to enroll in. If your current I-20 is for earlier semester you won’t be able to apply for the visa using that.
Each time you were rejected a visa, a US immigrant officer would have given you a sheet, indicating a reason why he declined your visa. Can you let us know about it?
Some of the reason why students are often rejected for the visa are following.
1) Not being able to prove to have strong ties with home country (Pakistan) and that you would return back to Pakistan following the completion of your degree.
2) Not being able to prove to have enough funds to fund study and living in US
3) Not being able to prove why you would like to study at the university you have been granted admission at and how it will help you with your future.

In addition to what Aman has pointed out, one other thing to remember is that F1 is not a dual intention visa. What that means is that you will have to explain to the officer that you plan to come back to Pakistan once your education is complete. You should have a sound and a convincing argument for this particular question.
