Its easier to get H1B after the MS degree as there is a fixed quota for MS students. As I said earlier the first step is to get admission, financial aid and everything comes after that. So I advice you to forget about US and try for Canada or Australia. Most of the universities require SAT 1 for entrance test. Please go through some of the previous posts about studying in USA and Canada and also the scholarships opportunities.
