Getting scholarship/financial aid along with admission in MS is a mixture of a lot of things.

1.) The reputation of the university from which your graduated from.
2.) Your academic standing (gpa and inter/A-Level result)
    3.) Publications.
    4.) GRE score
    5.) Letters of recommendations.
    6.) Statement of purpose.

You have to concentrate on all these things to be able to convince a professor in a university to give you financial aid/scholarship.

Even if you are low on one of these (in your case GPA), you can do better in others to get admission.

Another route is to get admission in a community college in USA which is usually cheap and has a low bar for admissions. Once you are there you can do really well in the community college (get exceptional grades (not really hard to do that)) and then transfer to a better university. I have seen a lot of people take this route. Of course it is a little risky. But there isn’t any fun in life without a little risk ? ;)

GPA is a very important factor to get into a top school in US with funding, but as Aman said, grad admission is a combination of things in your graduation application.

Looks like you want to apply for an MS(Terminal Degree) program. Even if you have a good gpa still it is pretty hard to get funding in an MS program.

you should score high in your GRE, try to get strong LOR’s and some research background might help you get in a decent place.. for scholarships you can then try hec/usaid/fulbright…
